A public forum on 3-D Agriculture: Defence, Diplomacy and Development

To feed 10 billion people in 2050, it will be necessary to produce much more and much better. The challenge is immense, but the geostrategic importance of global agriculture and food issues is too often poorly understood. Agriculture and food are central to many of the importance challenges we face in this century: adaptation to climate change, the future of free trade, distress migration, the resurgence of conflicts, gender inequalities, etc. And because of their strengths, French actors in agriculture and food have a major role to play!

The debate

Ten years after the food crisis in 2008, global agricultural challenges are now the subject of less public debate. However, after a decade of moderate decline, global famine has recently seen a resurgence and now affects nearly 815 million people (FAO). This indicator presages the dual challenges that will be faced by global agriculture during the coming years: firstly, the need to produce more to feed 10 billion people in 2050, and secondly to produce better in response to new expectations from consumers with respect to agriculture, and to preserve our natural resources. To produce more and better is thus an immense challenge for agriculture in the future. It would nevertheless be wrong to see this as a simple roadmap for farmers and agronomists. Agriculture is a geostrategic issue where major global challenges need to be addressed at a local level: adaptation to climate change and the preservation of natural resources, the future of free trade, the prevention of conflicts and distress migration, training and employment for young people, gender inequalities and the role of Europe in globalisation. The list goes on.

In France, it is now clear there is a need for external "3-D" action on the "Defence, Diplomacy and Development" tryptic that will profoundly affect the causes of these crises and combine short-term security and long-term stability. It is crucial to address agricultural challenges by means of a cross-disciplinary and resolutely international approach. What role does agriculture play in France’s policies on foreign affairs, trade or development aid? What are the roles for research, training, industry and civilian society?  France remains a major agricultural power with strong foundations: a climate and environment favourable to a wide variety of crops, competitive agriculture, flagship agribusinesses of international importance, cutting-edge public and private sector agricultural research, top level training in agriculture and agronomy and a globally recognised gastronomic heritage. In light of all these advantages, it is necessary to assess the importance of France’s role in addressing the major challenges that face agriculture in the future.
